CONFERENCE IN BRUSSELS

On April 8 - 9, 1999, Mr. Nikos Kalinis and Mr. Pavlos Voskopoulos, both of RAINBOW, attended a meeting of the Democratic Party of the Peoples of Europe - European Free Alliance (DPPE-EFA). The meeting was conducted in the European Parliament, in Brussels. They were able to participate in every discussion and the question of [RAINBOW's membership] was raised. DEMOCRATIC PARTY OF THE PEOPLES OF EUROPE
- EUROPEAN FREE ALLIANCE (DPPE-EFA)
Foundation:
The DPPE-EFA is a European political party which unites nationalist, regionalist and autonomist parties in the European Union. In I994, the DPPE-EFA was officially founded as a federation of parties in accordance with the provisions of Article I38A of the Treaty of the Union.
"The DPPE-EFA is a Federation of political parties" which subscribe " in particular to the right of peoples to self-determination" and "adhere to the principles of parliamentary democracy and human rights". (Article I of the Statutes)
The main objective of DPPE-EFA is "to provide democratic nationalism and regionalism with a political structure which allows scope for practical initiatives" at the European level and "to give a role in European politics to parties which, by virtue of their own size or the size of the geographical area they represent, would inevitably be excluded from that arena". (Article 2 of the Statutes).
Historical Background:
The EUROPEAN FREE ALLIANCE was founded in I98I as an "association of cooperation by the union of political parties which differ in concept from the traditional politics in the sense that they give importance to maximum decentralisation". (constitutive statement of Brussels)
Already, in its Brussels statement of Ig8I, the EFA declared that "the appropriate way of reaching the European dimension, in a humane manner is to build Europe on the basis of the peoples and regions" "Europe has to be founded on the basis of communities of people, and not built on a centralised and unitarian model".
The EFA also declared that the creation of a single European currency, in the final stage, would not only stimulate the economy but also contribute to greater social justice.
Objectives:
The DPPE-EFA advocates "a European union of free peoples based on the principle of subsidiarity who believe in solidarity with each other and other peoples of the world". It pursues the following objectives :
- the protection of human and peoples rights;
- environmental protection and sustainable development;
- the construction of a fair society with political solidarity which encourages progress, social cohesion and equal opportunities;
- to reorientate the European Union, which is overly-influenced by its economic conception and which tends to place too much store in pursuing policies of liberalisation, competition and centralization;
- pursuing democratic political activities; i.e. non-violent;
- the abolition of nuclear energy and the development of the alternative energies;
- securing the participation of the regions which have constitutional powers in meetings of the Council of Ministers which relate to matters that fall within their competence;
- the strengthening of the role of the Committee of the Regions.
